Cisco UCCE and Packaged Contact Center (PCCE) have served UK contact centres well for a decade or more. But in 2026, the economics and the architecture no longer make sense. Cisco's on-premise and hybrid licensing costs are climbing while the platforms fall further behind on native AI, real-time analytics, and agent experience. Amazon Connect, built natively on AWS, has become the credible enterprise replacement.

This guide is for contact centre leaders, IT directors, and CX architects who are actively planning or scoping a migration. We cover what the migration actually involves, where the complexity lives, what it costs, and how to get to production without a multi-year programme.


Why UK Contact Centres Are Moving Off Cisco in 2026

Three forces are driving the migration wave right now.

Licensing and maintenance costs. A mid-size UCCE deployment of 300 to 500 agents typically carries annual Cisco licensing, maintenance, and infrastructure costs in the range of £400,000 to £900,000 when you include the underlying servers, VMware, and third-party integrations. Amazon Connect charges per minute of usage and per active agent feature. Most organisations see 35 to 55 percent total cost reduction in year one. End of mainstream support timelines. Cisco has been tightening support windows on older UCCE versions. Organisations running versions prior to 12.x are already in limited support. Running unsupported contact centre infrastructure in a regulated UK environment creates direct compliance exposure under FCA operational resilience rules and ICO data handling obligations. AI capability gap. Cisco's native AI story relies heavily on third-party integrations and professional services engagements. Amazon Connect ships with Contact Lens for real-time transcription and sentiment, native Q in Connect for agent assist, and direct integration with the full AWS AI and ML stack. The gap in time-to-value for AI features is significant.

Understanding What You Are Migrating

Before scoping the migration, you need an accurate picture of what Cisco is actually doing in your environment. UCCE and PCCE deployments accumulate complexity over years. The components that typically need to be mapped and replaced include:

Routing and IVR logic. UCCE uses Cisco Unified CVP for self-service and routing scripts. These are often deeply customised, sometimes over many years, with logic that is poorly documented. Amazon Connect uses contact flows, which are visual and version-controlled. The translation is not automatic. Every routing path needs to be audited, rationalised, and rebuilt. CTI and agent desktop. Cisco Finesse is the standard agent desktop in UCCE and PCCE deployments. Amazon Connect has its own agent workspace, and the native CTI integration uses the Connect Streams API. If your agents use Salesforce, ServiceNow, or a bespoke CRM, you need to map those integrations explicitly. Amazon Connect has native CTI adapters for Salesforce and ServiceNow that are production-ready. Workforce management. Many UCCE deployments are integrated with Cisco WFM or third-party tools like Verint, NICE, or Calabrio via proprietary APIs. Amazon Connect supports WFM integration through its native scheduling features and open APIs. Existing WFM contracts and integration points need to be assessed early. Reporting and analytics. Cisco provides reporting through Unified Intelligence Center (CUIC). Amazon Connect provides real-time and historical metrics natively, with the option to stream data to Amazon Kinesis and build custom dashboards in Amazon QuickSight. If your business relies on custom CUIC reports, those need to be rebuilt or replaced. Telephony and PSTN. UCCE typically connects to the PSTN through Cisco gateways or a third-party SIP trunk. Amazon Connect uses its own PSTN connectivity in supported regions, including the UK (eu-west-2, London). UK number porting to Amazon Connect is well-established, but it requires lead time. Plan for 4 to 8 weeks for number porting depending on the carrier and number type.

The Migration Architecture: What Amazon Connect Replaces and What It Does Not

Amazon Connect is not a drop-in replacement for every Cisco component. It is a cloud-native contact centre platform that replaces the core of what UCCE and PCCE do, but the surrounding ecosystem changes.

The components Amazon Connect does not replace natively are things like outbound dialler campaigns at enterprise scale, highly complex blended workforce management, and some legacy back-office integrations. These can be addressed through AWS-native services or qualified third-party partners in the Connect ecosystem.


Compliance Considerations for UK Regulated Contact Centres

If you operate in financial services, insurance, healthcare, or utilities, compliance is not an afterthought. It is a migration requirement.

FCA operational resilience. Under PS21/3, FCA-regulated firms must demonstrate that important business services can tolerate disruption. Your contact centre almost certainly qualifies. The migration plan needs to include impact tolerances, scenario testing, and a documented cutover strategy that meets your firm's operational resilience framework. Amazon Connect's multi-AZ architecture in eu-west-2 supports this, but the architecture needs to be designed and evidenced. Call recording and data residency. UK contact centres are subject to MiFID II call recording obligations if they handle regulated advice or transactions. Amazon Connect records calls natively and stores them in S3. You can configure S3 buckets to remain in eu-west-2 for UK data residency. Encryption at rest using AWS KMS is standard. The configuration needs to be documented and auditable. GDPR and ICO obligations. Call recordings, transcripts, and contact data processed through Amazon Connect are subject to UK GDPR. The AWS Data Processing Addendum covers the processor relationship. You need to ensure your retention policies, deletion workflows, and subject access request processes are configured in the new environment before go-live. PCI DSS. If your contact centre takes card payments over the phone, you need a PCI-compliant pause-and-resume recording solution or a DTMF masking approach. Amazon Connect supports both. This needs to be scoped and tested explicitly.

Migration Approach: Phased vs. Big Bang

For most UK contact centres migrating off Cisco, a phased approach by queue or business unit is the lower-risk path. A big bang cutover of 300 or more agents carries significant operational risk, particularly in regulated environments where service disruption has regulatory consequences.

A practical phased approach looks like this: Phase 1: Foundation and pilot (weeks 1 to 4). Stand up the Amazon Connect instance in eu-west-2. Configure the core infrastructure: queues, routing profiles, hours of operation, security profiles. Port or provision a small number of non-production numbers. Build and test a representative set of contact flows covering your most common routing scenarios. Integrate with your CRM using the native CTI adapter or Connect Streams API. Run a pilot with 10 to 30 agents on a lower-volume queue. Phase 2: Parallel running and validation (weeks 4 to 8). Run Amazon Connect and Cisco in parallel on selected queues. Validate call quality, routing accuracy, reporting parity, and agent experience. Address any gaps identified in pilot. Begin number porting for the first wave of production numbers. Phase 3: Production rollout (weeks 8 to 16). Migrate queues and agent groups in waves. Each wave follows the same pattern: configure, test, pilot, cut over, validate. Decommission Cisco components as each wave completes.

For a 300-agent contact centre with moderate IVR complexity, this full migration runs 12 to 16 weeks. For simpler environments under 150 agents, 6 to 10 weeks is achievable. The variable is IVR complexity and the number of back-end integrations.


Where Migrations Stall: The Real Blockers

Having delivered Amazon Connect migrations across regulated UK environments, we see the same blockers repeatedly.

Undocumented IVR logic. Cisco CVP scripts built over years by multiple teams often have no current documentation. Reverse-engineering them takes time. Budget 2 to 4 weeks for IVR discovery and rationalisation before you write a single contact flow. Number porting delays. UK number porting from legacy carriers to Amazon Connect can take longer than expected. Some carriers are slower than others. Start the porting process earlier than you think you need to. Porting delays are the most common cause of migration timeline slippage. WFM contract lock-in. If you are mid-contract with a WFM vendor whose integration relies on Cisco-specific APIs, you may face a gap period. Assess your WFM contract and integration architecture in week one of the project. Stakeholder alignment on reporting. Contact centre managers often have years of muscle memory around CUIC reports. The transition to Contact Lens and CloudWatch metrics requires change management, not just technical configuration. Build reporting equivalence mapping into the project scope. Security and network approvals. Enterprise IT and security teams in regulated organisations need time to review and approve the Amazon Connect architecture, IAM policies, VPC configuration for Lambda integrations, and S3 bucket policies. Start these reviews in parallel with technical build, not after.
